SPEC:
Access for admin to enter new certificates and edit existing ones
ability for admin to search database (search for any text string, including partial text within the whole database)
External site user can check whether a record exists and who it belongs to:
user enters reference number, plus
their name
their Company
their country
their email
Form processing must check format of data entered
(A partial or wild card search must not produce a result for reasons of confidentiality. All of the information in the record must be reproduced)
