Include a page in a user defined tag

How do I include a page in a user-defined tag? I tried using this code but all it showed was a blank page.

include '/index.php?page=ATVing_Form';

Easiest way is to use the {embed} tag.  Results may vary with this one, but it should work if you follow westis's guide from a few days ago.
