checking permission problem on intallation step 1

Hi everyone,
I'm installing the cms but I receive an error who says "Checking write permission on C:\WebSites\triplexl.biz_0rbwkywarhxwwjbh\config.php

This file may not exist yet. If it does not, you should create an empty file with this name. Please also ensure that this file writable by the web server process"

I'm installing it on a hosted server and I can't access to c:\websites. What can I do?

No ftp?

If you can get access with FTP just create config.php and start all over again
