Site acting as if it's not installed!

Hi, my site has been running perfectly fine for a good while.

Today my friend wanted to put some files up, so i gave him access to the File Manager. He originally uploaded some images and an html file to the root directory. I then created a separate directory for him to put his files in (also through File Manager). He deleted the files he created, and now for some odd reason, the following error pops up, as if CMSMS is trying to reinstall itself.

'There is no config.php file or install/index.php please correct one these errors!'

I checked the files and compared them to a freshly downloaded version of CMSMS, and all of them seem to be intact.

I managed to produce another error regarding accessing a database, but I can't seem to reproduce it at the moment.

So... any help here? Do i need to reinstall? If so, can I get some help on the location of any files or databases for templates and data I may want to salvage?

EDIT: My friend let me know that the database error is shown when accessing the /admin directory and is as follows:

Database Connection Failed
Error: Access denied for user 'cms'@'localhost' (using password: YES) (1045)
Function Performed: CONNECT
Host/DB: localhost/cms
Database Type: mysql

You can do a new install, just don't create the database during the install.

i'm not on the right computer to modify the site at the moment, but if the database holds all of the data used by cmsms and i don't have to reset the database's data, then everything should be fine. i'll be back when i try it out
