CMSMS Forge Could Not Connect to Database

Help with getting the CMS CORE package up and running. This does not include 3rd party modules, PHP scripts, anything downloaded via module manager or from any external source.

(Sorry if this has been answered elsewhere)

I presume this message:
"CMSMS Forge Could Not Connect to Database"
simply means that the dev.cmsmadesimple.org server is down?

Saw a couple of questions about this on the CMSMS blog, but didn't see an answer as such.

Thanks for any insights.
