Insufficient directory permissions to install modules

Hello,
After moving my web project to Godaddy.com for hosting (not my choice) I can't install any modules. Error reads:
WARNING: Insufficient directory permissions to install modules. You may also be experiencing problems with PHP Safe mode. Please ensure that safe mode is disabled, and that file system permissions are sufficient.
I changed the file permissions on the modules directory to 777 still no joy.
Checking with Godaddy about php safe mode but I'll be suprised if they have that turned on.
Any ideas on how I can further trouble shoot this issue?
Also, thougth I might just download the xml file for the module I want to install but guess what...
Error: The modules folder is not writable, if you would like to install modules by uploading an XML file you need to make the modules folder have full read/write/execute permissions (chmod 777). Safe mode may also be in effect.
Could I have messed something up in the config.php that would create these problems?
