Tiny MCE Popup Window problem in IE7

Tiny MCE Popup Window problem in IE7

I am using a recent copy of CMSMS. The TinyMCE popup window function seems to work well in Firefox but in IE7 I have a strange effect.

When the popup link is clicked, instead of the popup window simply overlaying the existing page, the background also changes to the target site or image enlargment.

Any help appreciated. The generated code is:
