which supported admin browser do you use ?
Which hosting provider, which PHP version... ?
Anything usefull in the http logS ? in CMSms' log ? with debug set to true in config.php ?
Install via FTP or SSH ? How are files and folders doing on your server ? Are their permissions still in order ?
Workaround : clear the cache (folder) via FTP or SSH. And check file permissions.

I had never seen such 406 POST reported. May be your hosting provider has some special security setting against POSTs at the webserver level ?
Or may be an FTP issue ?
See debug and phpinfo too.
