Developer Needed To Create Theme Template

My firm is looking to commission the creation of a template for a text-based site with two graphics. The needs of the site are simple but specific. The content is in a generic template now, which should help to explain what I'm looking for. I will go into greater detail once I hear from you.

If you mean simply taking a static layout and integrating it into cmsms as a template, I can do that. I can also do it faily quickly. Let me know if you still need help and we'll talk about the details.
