The two sections I would like to control would be the library and the news, possibly from the same CMS install but if two are needed that is fine.
The current library section is the best example:

I think this should be pretty easy as the header should stay the same and fades to white, I just need the area below that to have a simple top navigation and below it the actual content.
I will need to integrate several sections for Ebooks, Articles, Website Links ect which should all be accomplished with a simple top navigation.
