This is a PAID Project.

I need a Theme to be completed within 3 weeks from the date we start. 

I am having the mockup created in Photoshop of what the theme will look like.  I will need you to cut it up and a template created out of it.

All graphics will be supplied.

Here are the requirements:

General

- Needs to be 100% tableless in CSS 2.1 (minimum)
- Must be Fluid (not fixed width)
- Stylesheet will be commented to indicate what tags controls which part of the template
- Your design should preferably be provided as a CMSMS Theme. That is, export templates and stylesheets with the module called Theme Manager (can be installed through the Module Manager) to an xml file.
- Themes should be valid XHTML 1.0 transitional and CSS 2.1 (minimum). That means no hacks, or as few as humanly possible, and same appearance in all major browsers.
- No Flash or other proprietary technologies - avoid Java and JavaScripts to the greatest extent possible.
          o blink tag is banned
          o gif animations are just as bad as flash
- We would like to see a Web 2.0, clean and accessible layout. So you are free to provide us your feedback on our mock up to improve on it.

Functionality
- Two Menus
        o Global Horizontal Menu: When user clicks on a main menu item the main menu item will remain highlighted until the user clickson another main menu item
        o Each Submenu item will have a vertical menu associated with the main menu.
        o The max depth will be three levels (I know this is managed thru CMSMS but wanted the designer to keep this in mind while developing the template.

- Blog
        o will have the 3 most recent blog entries displayed on the homepage (the linkage thru code will have to be created). i will be adding the Blog module myself.

- A Quote for 2 Templates
- Your turnaround time for
        o First draft
        o Final draft
- Your Payment terms
- Some sample CMSMS tempates you have created.
