1.2 to 1.2.3

is it ok just to unzip the full 1.2.3 release and then copy that over my existing 1.2 site ?

I wont copy the config.php, but can everything else jsut be copied accross?

does this impact any installed modules and/or tempaltes?

what is the 'proper' way to upgrade this route?

Proper way is to backup before doing, and than transfer the full package of 1.2.3 over the old installation. In an install package is no config.php available, so that wont be overwritten. As only files are overwritten, no templates will be overwritten.
