Install tuning

Hi,

is it possible for future versions to tune the install process and ask for some more entrys in config.php ?

My wishes are these :

$config['locale']
$config['default_encoding']

I think there are many non-english spoken users, so it would be very helpfull.

Yeah, there was a request for default language too.  kishman wrote a patch to do that one, but I haven't gotten around to including it yet.

I'll add this to my TODO list to remind myself.

Also the possibility to localize the install process would be a fine thing ...
