Moving from images -> CSS

Thanks for reading.

I'm hoping someone might have suggestions on how I can lay this page out a little better.

See how the border is an image in header and footer?  And then how I set the border in CSS for the content area?  I'm hoping to get suggestions on how I can handle the borders for the header and footer.

I've never heard of any way to get borders to angle. I would do a slice out of the head or footer for the content background to get it consistent and color the corners to the background color...
