Containing [solved]the site so that the template height is ridgid

Hi Guys,
Am wondering if there is an easy way to restrain the site so that it "Must" conform to a set height of display.

For example I wish to generate a site that is fixed in width and height. say 800* 600px so that all other content conforms, ie. pages, nav menus etc.

Reasoning is that it appears a "modular" look is very popular at present where the need for the viewer to scroll using their browser is not considered very fashionable.
To be able to set CMS made simple so that the need to scroll is removed or almost removed [ ie. footer may be half obscured at bottom] would be great.

Any help would be appreciated....

This is not a CMS Specific question..... it's a generic CSS question.

Please refer to other sources for generic CSS questions.
