When you're in the admin panel go to Layout > Templates and create a new one  with your design, next go to Layout > Stylesheets and create a new sheet with your CSS. Next go back to Templates and associate your template with your new Stylesheet. That's it.

Bear in mind that in your template you have to insert the {content} tag, which contains (I'm sure you guessed this) the contents of each of the pages that uses this Template.
