Having issues with Hiding Modules and Extenisons

I'm trying to hide modules and extensions that are showing up in a user's admin account even know they have only one permission which is to edit Jobs.

How do I hide the rest

some modules (particularly captcha) did not use permissions on a sufficient level to prevent certain stuff from showing up for unauthorized users..... try upgrading modules, and then tell us what module shows up when it shouldn't.
