incorrect? display

I'm sure I missed something in setup. because I see no other posts regarding this. When I view the site from my webserver it looks just like it should. When I go to any other computer all the banner and left side info is plain text, some with links (as if the style sheets were not being used.) I thought perhaps it was the root_url setting in config.php, but I changed this from localhost to my ip and it did not help. When i view the source from my browser I see references to localhost for both stylesheets and script language. Can you tell me what I missed?
