From ocalhost to live server

1.Once website is designed on local server , how to take it live server. I don't have option to use FTP but personally I have to handover to server administration. Which files I have to copy or what I have to do?
2. How to transform static website in to CMS using local server & then what to do (copy which file) to take it to server people to publish as said above.
