[Solved] How to make a "Sticky topic"

I would like to make a sticky topic in the "Dutch board". The Moderator over there hasn't been on this forum for over a half year. How can I make my topic on "Putting [solved] in the topic, when a topic is solved" sticky.

Another small question.
I noticed that the topic with same name in the "Layout and design" board, has an icon that I don't see in the legenda.
