Problems viewing the admin area in CMSMS

Hello,

I am having a problem viewing the admin area on another computer seprate from what it is installed on. I try to go to the admin area, and I get "Internet Explorer can not display the webpage", I would not get that due to apache's default 404 page. Is there any reason for this? Here are some specs:

CMSMS version: 1.0.8
Web server info:
Xampp for Windows
Apache server
