Install Upgrade Screen Blank page

I've been trying to solve my issue with the Admin panel only showing html and no styles, so I upgraded to 1.0.6. The Admin panel still does not have styles and now when I try to install my upgrade, I get a white screen. Someone else suggested that there may have been incomplete file transfers or overwrites so I re-uploaded everything to make sure. Still nothing. I checked my error console and it said that there is a syntax error. OK. That doesn't help. Does anyone have this problem figured out?

Your link is 404 and you don't tell much except you have an installation problem.
Please describe the situation with more details to help diagnose.

Actually there wasn't much more detail to give except that when I upgraded and went to install via browser, I got a white screen. Plain and simple. I figured out that since my server had disabled safe mode that certain files within the tmp folder were not working. They enabled safe mode again and everything works now.
