Is it possible to send to a particular email address based on a checkbox selection using form builder?
Basically, I would like to have an email be sent to only the offices that are selected from a list that the person is interested in. Would that be possible?

Yes, it would be possible. It should also be done as a 'multi select list' though too. I suggest you speak to sjg, or another developer to see if he has the time.
