Proxy when installing Versions 05 and 06

Help with getting the CMS CORE package up and running. This does not include 3rd party modules, PHP scripts, anything downloaded via module manager or from any external source.

I have more than 6 sites up and running using CMSMS 1.04 and 1.05.  All are on the same server farm so I know this is supposed to work.  When installing on this existing HTML based site i am getting the following error:
"Proxy Error
The proxy server received an invalid response from an upstream server.
The proxy server could not handle the request GET /home/install/install.php.

Reason: Max-Forwards has reached zero - proxy loop?
--------------------------------------------------------------------------------

Apache Server at cpes.net Port 81"

This has not happened before when installing.  Any ideas?

OS is FreeBSD 4.11-STABLE
mysql Ver 12.22 Distrib 4.0.27
perl, v5.8.3
PHP 4.4.2

edit : sorry, forget question 4°), you have already provided the answer "Server at cpes.net Port 81".

Hello wd4nzx,

1°)Are you the cpes provider or a cpes customer ?
2°)Are you (your browser) inside the cpes building or outside of it ?
3°)Is the server farm inside it or outside of it ?

4°)Do you know where this proxy comes from ? your forward proxy, your server farm's reverse proxy, cpes' inbetween proxy ?
5°)Is this proxy configured explicitely in your browser ?
6°)"supposed to work" is nice, but do your other sites currently still work ?

7°)Where have you found this wonderful nickname ?-)

Thank you.

I am a provider, I lease space on a server farm so I do not operate the serevers.
This means that I am located outside of the server farm.  However, the HELPDESK personell seem to have the same issue.  I have them working on this now as they did not have any reasons they could give me. 
There technically is no PROXY.  The error seems to indicate a DNS problem of sorts. AS it is turning out, all PHP scripts are generating this error if they execute a GET command. 
All of the other sites that I have scattered across this server farm are still working.  No problems.  I am beginning to beleive that this is a problem specific to this shared server and that the helpdesk may be the only crew that can help.  I expect that I will get an answer soon, it has been excalated to a higher level for attention.

The nickname is my amateur radio FCC issued call sign.  Since it is unique, I use it almost everywhere.
