config.php issues - please help.

Help with getting the CMS CORE package up and running. This does not include 3rd party modules, PHP scripts, anything downloaded via module manager or from any external source.

I am getting through the install with no problems, but it does not seem to be writing the config.php file.  i created an empty file before starting the install, but when i try to go to the cms page after installation it says

There is no config.php file or install/install.php please correct one these errors!

the config file is there, but it is still an empty file.  permissions are set to 666, but it still wont work.  Any thoughts??

Try changing permissions to 777.

Well, rw-rw-rw- (6, 6 & 6) is already the max to allow a file to be written to. CMSms installs OK with this setting.
Something may be broken at your hosting place if it doesn't work. Ask your hosting provider.

Or may be it is yet another Windows trouble ?

And don't forget to revert to 444 after install.
