Fatal Error : Class smarty_cms:

I have copied a site by exporting the SQL database and copying to the new and uploading the script and files via
ftp to the new directory. I then changed the Config files and when the DNS pointers changed rather than the site there was this error message -

Fatal error: Class smarty_cms: Cannot inherit from undefined class smarty in /home/wealthy4/public_html/wildlywealthywebsecrets/lib/content.functions.php on line 37

I have cheked the config files again and reinstaled the data base

Any help would be most welcome as this paticular error I have not seen before, usually it is a mistake in the config file when i get such messages  ...

It looks like a missing lib/smarty directory.
The issue seems fixed (the site is working)?
