safe_mode: off but the Admin panel says it's on

1.0.6 install on an Apache 2.0 server. The installation went smoothly, but when I went to add the Album module (others as well), I got a slew of error messages stating that SAFE_MODE was on. But upon checking the php.ini file, I see that safe_mode is off.

Any ideas?
