...probably just some webdesigners who want to make their layouts IE4 compatible... 
Anyway, I found the way how to run IE4 - just "working offline". Heh, I managed to work 3 col elastic layout properly...perhaps reinventing the wheel.

If I remember right they are still looking for the correct dll for IE 4.
The temporary way to get around it is not to enter the URL in the address bar, go to the File menu and select Open.
Then type your URL in there and click ok. It should work then.
