Upps, you activate a very old thread ... You can download the tool now from here.
PiRSS is only a tag so it must copied in plugin folder (function.pirss.php). Then copy the template pirss.tpl to tmp/templates. Just insert the tag into your template/page like {pirss url="yournews.rdf"}
If you do not use the parameter url the default are the BBC-News. Optional maxnews=numberofentrys default is 10. If you have problems with the encoding-type of the rdf-file use the parameter (example) encoding="utf-8" default is ISO-8859-1.
