Moving my draft into CMSMS

Hello,

I was hoping someone could give me a few tips on how I might incorporate my home page layout found here:

http://pcs-alaska.com/cpo/


In to CMSMS.  I started doing it but then was stuck when it came to laying out how the menus should look, especially since the logo design overlays several div containers.

Any tips, articles, or pointers would be appreciated.
