I was just testing one of the latest svn versions, the function can_admin_upload() in misc.functions.php (about line 1216) carries the php function getmyuid(), this seems not to work on Windows servers.
But maybe CMSMS has plans to change this in future anyway.

I just committed a change that fixes it here on a local XAMPP install.
XML module installations work on my install even with safe_mode turned on.
