Yes, this actually worked... I was able to clear the cache via CMSMS admin. I had forgotten that little tip until Goran pointed it out to me. And the long and short was that someone (we suspect Client) mucked around in cPanel and switched the site back from 5.3.x to 5.2.x. So don't overlook a chance that they might have done something, if they have dashboard and cpanel access.

The problem was that the php was upgraded but the php.ini's that existed weren't removed.
