Hello,
I have done the Update Procedure up to 1.2.3 and set to TinxMCE but on editing Content I see continous FckEditor Toolbars.
Original 1.0.8 -> Full Package 1.1 copy over my Installation and ran upgrade.php
Then Copy 1.2.3 Full Package over my 1.1 Directory and ran upgrade.php.
In the Global Settings -> Frontend-WYSIWYG I choose TinyMCE instead of FckEditor but still the FcKEditor are shown.
I have deinstalled both, Fck and Tiny and reinstall TinyMCE but no Effect, If I choose Tiny, no WYSIWYG Editor are shown but the Complete HTML Text of the Articlecontent are shown in the Textarea.
Where is the mistake?

what 1.2.3 "link" have you downloaded and used ?
How are things in the module manager ? What is on the screen about TinyMCE ?
"In the Global Settings -> Frontend-WYSIWYG" is the Tiny choice persistent ?
What about your users preference settings and rights about Tiny ?
How are chmoded your install folders ? the modules folder ?
