show default text if NO NEWS - News 2.6.1

show default text if NO NEWS - News 2.6.1

is there a way to show some default text in the page that say something like:

There are news posted at this time. Check back soon.

if there are no news added at the time? I am looking for something similar to what i see in the "summary template" for Jobs 1.0

i figured i could just copy the same piece of code but... not sure where i need to place it at in the NEWS summary page
