having menu items that can't be clicked.

Hi,
I am using a navigation something like:
1.
1.1
1.2
2.
2.1
2.2, etc.

is it possible to set it so that the first tier (1., 2., etc.) does not link to anything?
I have tried to use the content type "link" but even if you don't give a target url it alsways links to the homepage
