I would like to remove the sub menu "User Preferences" from the My Preferences section of the admin interface, both in the horizontal drop down menu and the dashboard Main page display.
How would I do that? What file(s) would need to be edited?

Why would you wanna do that?
Users can only alter their interface language and editor. And it's only user independable.
Changed do not affect the site.
Wouldn't know how to remoce it though.
