403 Error - Forbidden - can't edit pages

Help with getting the CMS CORE package up and running. This does not include 3rd party modules, PHP scripts, anything downloaded via module manager or from any external source.

I've installed version "1.2.2" on a site that had not previously had any cms installs.

I am able to create pages, but am not able to do much editing.  I may be able to add a word or two - sometimes - but if I add more than one line, I get the 403 Error upon hitting either the Submit or Apply button as Follows:

Forbidden
You don't have permission to access /admin/editcontent.php on this server.

Additionally, a 404 Not Found error was encountered while trying to use an ErrorDocument to handle the request.

Also, it appears I can upload a photo, but it does not upload - and presents the path wrong upon completion of the "upload"
I have tried using both FCKEditorX, as well as TinyMCE - the results are the same in both.
I have Explorer 7, and Also FireFox 2.0.0.7 - and get the same errors in each browsers.

I have PHP version 4.4.7 and MySQL version 4.1.22-standard on a Linux server
I also have DSL, so files usually load very quickly.

I have tried downloading a fresh version of the 1.2.2 version of cmsmadesimple, and re-uploading all the files, but nothing has changed - I still get the 403 error and cannot get the photos to upload correctly.

I have installed previous versions of cmsmadesimple on other web sites with no problem.  Is there something wrong with this version?  I've tried the zip version - and it seems to be corrupt as it will not download completely and unzip.  The files I was able to download completely and unzip was the tar.gz version.

The site is wfwelliver.com  Currently, the old html pages are still visible as default, but the index.php page does show if called up specifically.  I haven't finished redoing the index.php page because I was more concerned about getting the cms to work correctly first.

Appreciate your help on this puzzlement.

Hello,

please have a look at your http logS to know the error.
It may be a hosting restriction : memory, modsecurity, URL pattern...
See the logs and talk with your hosting provider. May be (s)he should relax its rules.
Retry with debug set to true in config.php to tell us even more.
