some ad blockers/web dev extensions have been known to affect certain admin properties.
also whitespace errors.
what version of php are you running, what modules are installed? did you do anything recently (install new modules, changed settings?) prior to this happening?
have you tried clearing the cache?
tried debug mode?
anything in error logs?
help us to help you.

Just curious, have you checked the permissions in Users & Groups » Group Permissions?...
