Does anyone know if there is a maximum number of user limitation in Frontend User Managment?
Another words how many people can it handle signing up for a site.

An older version of FEU was successfully used with 14,000 users.... with no difficulty.... A recent user has tested with 10,000 users and had no difficulty (or at least no difficulty related to maximum users).
However, FEU is not a lightweight module, so you may consider upping your php memory limit when you get large numbers of users..... keep an eye on your error log, it'll tell you if memory is a problem.
