Hi, the instructions on the CMSMS Themes site says:
For .xml files
In site admin go to Layout » Theme Manager second tab 'Import', Browse to find .xml file on your comp. dbl. click it, should now be showing in the box, click Import, it will take you back to first tab.
Now go to Layout » Templates under 'Active' you see a red X click that to activate the theme/template, now you can use it...
But I don't have a Theme Manager under Layouts in my admin panel!!
Any help much appreciated...

So... it took me a day and a half to figure out that the Theme Manager is a module you have to import. It would be nice if someone could add a note on the CMS Themes site to this effect.

are you running a really, REALLY old version? or perhaps it was purposefully (or not?) uninstalled from your cmsms installation?

I am just new here and was searching for this topic - I just installed CMSms v 1.2.3 "Black Rock" (twice - locally and webserver) and I also did not have the thememanager as part of the CMS.
After searching a while I found out that I had to install it and now it works fine
