Trying to setup hybrid blog/news system... where do I start?

I am running CMSMS 1.2.1 on Mac OS 10.4.9.  Some version numbers from PHP info: Apache/1.3.33 (Darwin) PHP/5.2.0 mod_ssl/2.8.24 OpenSSL/0.9.7l.  It looks like MySQL is at version  5.0.24a.

I am starting to recreate our medium to large school district website from a static site into CMSMS.  I am using the HR/Job Opportunities section as our pilot.  I have an idea of how I want things to work, but I really don't know where to start on implementing my ideas.  Any suggestions would be very helpful.

My goal, if possible:
The HR manager can post jobs in a blog-like format.  A job has a post date and an end date, and when the end date passes, it deactivated and will no longer show on the site front-end.  The job is posted to categories, so for instance, a new Elementary teaching job would be posted to "K-5 Elementary Teachers".  On the front-end, users would see an overview of the latest postings on the front page, with an ability to click on the posting for details.  They can also drill down based on category/subcategory, and possibly even by location (we have 6 locations), and just see the postings that they are interested in.

If there is nothing that will do all of this by default, is there something that will at least get me close?  Would developing something like this be very intensive?  If it doesn't look promising, I may be forced to stick with our current solution for the time being (detailed below).  We get a LOT of traffic on our site for people looking for jobs, so this is one section of the site that I really want done right.  Also I'm trying to figure out the capabilities of CMSMS before I get started with the main part of the site.

Our current solution is that the HR Manager lists all categories as separate pages, and edits each page as necessary.  The downfalls to this method is there is no way to just see new postings - you have to go check a specific page often.  Additionally, it's click hell... you can find yourself clicking through a ton of "No Vacancies" before you will ever find one with a posting.
