[Solved] Group Permissions (Editor only for previous Admin) not taking

A search of forum messages didn't turn up an answer to this question, so I hope some one can help this cms ms newbie.  I have just added a user to a cms ms site, made that user the admin (me) and made the previous user an Editor only. (I removed the old admin user from the Admin and Designer groups.) I verified that group membership and permissions are as I want them, but when I log in as the Editor user, I have access to templates, stylesheets, etc. I even tried editing a stylesheet and was able to save it with no error messages. What's going on?

Just a note that I am still looking for the answer to this issue. I'm a bit surprised that no one has responded. I haven't done anything that unusual -- just demoting the previous Admin.

CMS currently checks if the uid == 1 and if it is, grants all permissions, just as if gid == 1.... 

Just rename the account back to 'Admin' and create another account.
