filemanager PDF permission

filemanager PDF permission

I have a folder in uploads called "File" and I've uploaded PDFs there. But now the permission says 600 on all the upload as well as a "lock" icon and can't be viewed in the front end because of this. Is there a way to change permissions without needing to do this through FTP or ssh?
