Since upgrading to 1.2 uploads are given 600 permissions

Help with getting the CMS CORE package up and running. This does not include 3rd party modules, PHP scripts, anything downloaded via module manager or from any external source.

As far as I know, nothing has changed on my web host and I did not see this 600 permissions problem in the previous version of CMSMS. Odd that it would suddenly just crop up as a web host issue.

v.1.2.1 seems to have fixed the file upload 600 permissions issue.
