HTTP 403 Message when trying to log in to admin.

I keep getting a HTTP 403 Fobidden message when go to the admin page of my website.  I haven't changed anything and don't know what to do as I can't get into it at all.    When I go to my website address I get the same message.

I hope someone can help me.

usual questions : please provide information about your hosting (provider, OS...), settingS, versionS, http logS...
And these :
Do you fit all the requirements ?
Has your site ever worked ? Is the public side still working ?
Have you setup some private .htaccess ?
