Different locale for different pages?

Hi,

I have a bilingual that is structured like this:
1. English
  1.1 Welcome
2. Francais
  2.1 Bienvenue

I would like the English pages to have the us-EN locale, and the French pages to have the ca-FR locale.  Is it possible?  I guess it would need a hack, but I'm not sure what to do.  I thought about embedding PHP tags in my english and french templates, but I'm not sure if it's possible.
