Permission Setting Problem

I use CMSMS 1.07 and have the following permission problem.

I want to give the editors the permissions to edit some pages and modify de page structure of those pages. So I give them the following permissions:

Add pages
Modify Files
Modify News
Modify Pagestructure

But when I give them Modify Pagestructure permissions they also get permission to delete page they should not have permissions at all. 

So my question 

Can I let users edit pages and there structure but do not let them delete pages they have now permissions to edit ?

Is there an answer to this?

Also what exactly is the function of "Modify Page Structure" permission.
It seems to me that if this is unchecked, an editor can edit, but the page is then not shown on the menu, until somebody with that permission corrects that. However, there is nothing to flag up to an administrator that a page has been edited, and needs the "show in menu" box re-ticked.
Am I missing something here?
