Install went fine until the very last page[SOLVED]

Everything went well until the last page. Now I am in a loop or something... when I click here is your cms site it takes me back to the first page where it shows Checking permissions and PHP settings.
Here is the information from the last page of the install.
Warning: fopen(D:\xxxxxx\cms\config.php) [function.fopen]: failed to open stream: Permission denied in D:\xxxxx\cms\lib\config.functions.php on line 303

Updating hierarchy positions...[done]
Setting up core events...[done]
Installing modules...[done]
Index Search...[done]
Clearing site cache (if any)...[done]
E-mailing admin account information...[done]
Congratulations, you are all setup - here is your CMS site

It obviously appears to be a permissions problem but that directory or file was not mentioned in the install instructions as needing any permissions changes.

Any suggestions greatly appreciated - I am using the most recent download and did the install via FTP

Check permission of  [cmsms_root]/config.php
Set permission to 777

I had that set to 666 as per the instructions... changing to 777 seems to have done the trick. Would you mind editing your last post to change the path descriptions? I inadvertently had the correct path there and don't want it published... I edited my first post so you can use that info to edit yours? Thanks a bunch
