Disable adding to Top Level Menu

For questions and problems with the CMS core. This board is NOT for any 3rd party modules, addons, PHP scripts or anything NOT distributed with the CMS made simple package itself.

Disable adding to Top Level Menu

I know there is a way to disable users from adding page content, but is there a way to allow them to add to any sub pages, but NOT to the Top Level Menu.  It's very easy to accidentally add to top level is they do not specify a "parent"...
