Problems with {menu} tag

Help with getting the CMS CORE package up and running. This does not include 3rd party modules, PHP scripts, anything downloaded via module manager or from any external source.

Group permissions are OK. Admin can do everything...

The problem is {menu}does not show a menu..
1. If you have template file: import in db
2. Check code of template db
3. Force template parameter with {menu template="name_of_template_db"}

If you used the diff file to upgrade you will need to copy the files from the menumanager folder from the 1.2 zip up to your server. Both show version 1.5 but there must have been changes and no version change. I had this same problem and it was immediately solved when I copied up the new files.
